Yes, ”frosted” means exactly what you said..but i think that some colours for example black or satin blue,look more stylish if the nail polish is frosted.

i’m thinking “yes” – because the same is true with lipstick – frosted means an almost irredescent sheen
Yes, kind of silver-hued, and shimmery.
Depending on the look you’re going for, some colors may look fantastic frosted! A total 80s flashback would be frosted pale-pink (in both, lipsticks and nail polishes). I think it still looks cheesy though.

@mel: And thanks for your compliments. No, I don’t, I tried to enter Fashion Design, but they told me I was too young. I’m starting some art course next week, but it’s only on Saturdays. At the moment, I think I will go for Photography next year, which I am more passionate about than Fashion Design.
